SHEARSBY PARISH MEETING

CHAIRMAN MARTIN REYNOLDS

WEDNESDAY 10TH FEB. 2010,  7.30 PM

Present:   27 residents.

Welcome and apologies:
The chairman welcomed everyone to the meeting, the following apologies were received: Ann Blaine, Jill Stanley, Sylvia Reed, Ray Johnson, John Burton, Nellie Durran and Ann Lamin.

Matters arising from previous minutes:

  1. Salt bins/Salt spoil- Following discussion it was agreed that Keith Beeson would kindly look into the possibility of the village purchasing a quantity of salt for use next winter. It was felt that the gravel supplied by the council was not always fit for purpose.
  2. Grass verge signs- We are not able to erect these ourselves, further email to be sent to the council requesting these.
  3. Tree warden election- No one has put themselves forward.
  4. Planning representative- No one has put themselves forward.

 

Previous minutes: 
The minutes of the meeting held on the 8th July were approved. Proposed by David Durran and seconded by Roger Charles.

A5199 Report
Peter Dale and Martin attended the Arnesby parish meeting on 19th January. Mr. Crossly from Leicester Highways addressed the meeting re the concerns about the safety on the A50 near Arnesby and Shearsby. (There have been 3 fatalities in the past year). There has been an investigation and the following measures have been agreed:

  1. Chevron boards to be installed in both directions on the road.
  2. Improvement to the road surface to be made to improve the grip.
  3. Alterations to the camber of the road to be made.
  4. The Fleckney turn off to receive special attention so oncoming drivers are aware of the bend in the road.

There will be no change to the speed limit on the road.
Changes will be made in late 2010 or early 2011.

Village traffic concerns:
Speed within the village: Unfortunately the proposer of this item did not attend the meeting therefore limiting the discussion. However, the meeting felt that the issues of concern raised have been fully discussed in previous meetings and felt to be resolved as far as possible. The meeting acknowledged that the findings of the speed survey undertaken were available at previous meetings and are still available should anyone wish to view them. A working party to look at the issue again was not supported by the meeting.
Obstruction: A green van is often parked at the end of Fenny Lane making it difficult for residents to move out safely from the Lane. The owner does not live in the village, has been approached but was not cooperative. Peter to raise with the police.
Stop Sign: Should there be a stop sign on the road leading to the square from Welford Rd? At the very least the white Give Way markings need re painting. Action: E mail to be sent to the council by MR.

Pathway/cycle route to Arnesby
Raised by David Austin. The lack of any safe route for pedestrians or bike riders is of concern. An email has been sent to the council raising this but so far there has been no response.

Neighbourhood Watch:
Peter reported that there is still good cooperation with the police over Watch matters. Arnesby may be looking to start their own scheme and will be learning from Shearsby’s experience. There are more “No Cold Calling” window stickers should anyone need one, many are being displayed in the village.
Shearsby Village Only signs appear to have cut down the through traffic as have the Shearsby Bath signs.

Planning Matters:
Numerous applications were discussed and the Planning Docs. available to view.

Reports and Info:
E On street lamp survey to be undertaken by Martin.
Free Play pack through Harborough play rangers has been applied for.
Out of Order street lamp on Welford Rd has been reported.
Curb stone by the Chandlers and grass verge on Welford Rd have been reported.
Martin will attend the Parish liaison meeting on 1st March.
Flooded path on Church Lane will be addressed by Eugene who will deepen the drain.
John invited discussion re the fencing to be used at the back of his cottage bordering the village green.
Rob Lamin to speak to the council re the current mole issue on the Green.

Finance Report:
Rob Lamin spoke to the latest accounts and gave an update of current finances.

Village hall:
A general update re the village hall was given by Martin Littlejones. Bookings are currently fine. The AGM will be held on the 29th April.
Martin would like to give up the chairmanship of the committee, anyone interested in taking over please contact Martin.

Community Assoc.:
Meeting being held tomorrow evening.  Music on the Green has been arranged for 7th Aug. bands have been booked.
Litter Pick to be organized. Date to be notified, volunteers needed.

Church Notices:
Concern is being expressed re the standard of work recently undertaken by Harborough Stone who have repointed the South wall at some considerable cost. The mortar is now crumbling. The meeting encouraged this to be taken up robustly with the company….small claims court if necessary.

Committee report/Chairman’s position:
Bob Spree reported that the current contract re the cutting of the Green has been running successfully.
Martin announced that he would be standing down as Chairman at the next meeting, he has held the position for 2 years and family and work commitments mean that this is no longer a viable option for him.
The meeting thanked Martin for all his hard work and commitment to the post.
