SHEARSBY PARISH MEETING MINUTES

MEETING HELD ON

WEDNESDAY 14TH JANUARY 2009

 

 

Present: 31 Residents

 

 

 

1.

Welcome and Apologies

 

The Chairman welcomed everyone to the meeting and introduced PC Henderson and PC Patel.

 

There were several apologies.

 

2.

Minutes of Previous Meeting

 

The Chairman stated that the minutes had been displayed on the village notice board for some considerable time.  After being read out, they were approved by the meeting and duly signed by the Chairman.

 

3.

Matters Arising

 

a)     Tree Lopping

The Chairman informed the meeting of the quotes for work to be carried out on the trees around the green.  After discussion, Woodpecker Tree Surgery was selected.

 

b)     Lighting on Church Lane

The Chairman said he had approached residents on Church Lane regarding the installation of a street light.  Many of the residents had not responded and of those that did, there was a majority against installation.

 

There then followed a discussion and it was agreed to canvas the Church Lane residents again stressing that a response would be appreciated.  PC Henderson commented that the police were in favour of street lighting particularly where there were dark areas for a number of reasons.

 

4.

Neighbourhood Watch

 

Pater Dale gave a report on the new Neighbourhood Watch system and confirmed that it was working well.  Communication and direct links to the police were vastly improved and he was delighted to report that a culprit for the recent burglary at St Benets had been caught.

 

Discussion took place on traffic speeding through the village (which had been monitored) and Shearsby being used as a ‘rat run’.  Brenda Spree had written to the Chairman suggesting pinch points in order to slow traffic down.  Pater Dale informed the meeting that the Highways Authority offered advice and it was agreed to invite a representative of them to the next meeting to discuss what was available and give advice.

 

PC Henderson stated that the Police Beat Bus would be in The Square on the first Tuesday of every month, 2-4pm and Peter Dale encouraged villagers to visit.  Elderly people, who felt vulnerable, are able to contact a designated officer who would give advice to them.

 

5.

Planning

 

The Chairman went through new applications and subsequent decisions.  Discussion took place on the application to build four fisherman lodges and a club house at CJ Fisheries, Mallard Springs.  The meeting opposed this application.

 

6.

Reports and Information

 

a)   Phone box

Bob Spree gave a report on the application to purchase the phone box which BT originally refused because we were a Parish Meeting.  This had resulted in copious correspondence being exchanged  but progress had been made and completion was imminent. 

 

The Chairman thanked Bob Spree for the amount of work he had put in on this matter.

 

b)    Flood Risk Assessment

Clive Garner reported on the assessment that was carried out and the detailed report including maps that had been sent to the Council.  Clive stated that Councillor Graham Hart had been helpful in the exercise.

 

The Chairman thanked Clive for the work he had done and agreeing to finish the task.  He went on to say that there had been a request for Shearsby to appoint a ‘Flood Warden’ and had been informed that David Bramwell had expertise in this area.  It was agreed that the Chairman would approach David.

 

c)    Harborough District Council

The Chairman gave a brief report on the Harborough District Council meeting, in particular Wind Farms, Pendlebury Village and expenditure in general.

 

 

 

 

d)    Gritting

Harborough District Council had produced a gritting map of roads in the areas that are gritted in bad weather.  The roads in Shearsby were not on it as it was mainly main roads.  Discussion enthused regarding the heaps of grit that the Council place in Shearsby and it was felt they were inappropriate and that salt bins were far more practical.  

 

It was agreed the Chairman would look into it and try and find suitable sightings for extra salt bins.

 

 

7.

Correspondence

 

Items discussed included the Harborough District Council’s Website.  Villagers thought that our own website was very good and would prefer to continue to use it.  There was a link to the Harborough District Council website if anyone wanted to log onto it.  Thanks were expressed to Ronnie Jelly for her work on the Shearsby website.

 

a)    Grass Cutting

Veolia had lost the contract with Harborough District Council and a new company, FOCSA, installed.  However, discussion would take place in relation to Shearsby’s requirements and a further report would be given.

 

b)    Bus Shelter

       Not required.

 

c)    Water Leak

       The water leak on the old road has been repaired.

 

d)    Grass Verges

       Roger Charles reported on the poor state of some of the grass        verges and that action was required to stop people parking on        them, particularly now hundreds of daffodil bulbs had recently        been planted.  David Austin highlighted the awful accumulation of        soggy leaves on the pavement and in the gutter where people        parked for the pub.  Barry Morris and Bob Spree volunteered to        clear it up.

 

8.

Finance

 

Rob Lamin reported on the village finances and went through the itemised document that was distributed.  Expenditure and requirements were discussed and a precept figure of £4,700 was agreed.

 

Bob Sampson, along with his son James and Stuart Burton had given their labour free of charge for work carried out when erecting the flag pole and it was agreed that the Chairman would write to thank them on behalf of the village.

 

9.

Village Hall

 

Martin Littlejones gave a report on the activities in the Village Hall and the intended redecoration programme.  The Village Hall AGM would be held on the 30th April and villagers were encouraged to attend.

 

10.

Community Association

 

Keith Beeson reported on a very busy year and itemised all the events that the Community Association had funded.

 

11.

Church Notices

 

David Durran reported on the work that was required to be carried out on the church.  It was envisaged that an extra £3,000 would be needed and fund raising events were being planned including a Promises Auction on May 15th.

 

12.

Future Meetings

 

Dates of future meetings to be circulated.

 

13.

Any Other Business

 

The state of the footpath on Welford Road was causing residents concern and the Chairman would contact the Council for repairs to be undertaken.
