MINUTES OF THE MEETING HELD IN SHEARSBY VILLAGE HALL ON
TUESDAY 19th AUGUST 2008 AT 7.30PM
Present: Chairman and 29 residents
- OPENING REMARKS
The Chairman opened the meeting thanking the attendees for the good turn out.
- APOLOGIES
There were several apologies.
- MINUTES OF PREVIOUS MEETING
Ann Blaine proposed that the minutes be accepted as a true record of the previous meeting; this motion was seconded by Bob Spree and agreed by all at the meeting. The Chairman duly signed the minutes.
- MATTERS ARISING FROM THE PREVIOUS MINUTES
The Chairman gave an update on progress on actions from the previous minutes:
- Tree surgery on the village green: Two quotes have been received. [Note post meeting - we have received the planning permission approval, however, the Council have included specific instructions on the actual work required so the quotes will have to be redone to follow this requirement]
- Flag Pole: In the end the Council advised that advertising consent was not required. The flag pole was ordered and has arrived, work will proceed to erect it imminently.
- Lights on Church Lane: The exact location and cost will be firmed up for a potential proposal at the next meeting.
- Dog Fouling: We have been advised by the dog warden that the law is due to change soon to include all public areas in the open air within the jurisdiction of the dog fouling requirements, this means we do not need to designate specific areas in Shearsby. While we are waiting for the law to change the dog warden has agreed to include the village green, and areas around the village hall and church in his area of patrol, the public paths will be covered when the law changes.
- Pavements and Paths: The Chairman chased progress on the problems previously reported (pavements and bears hole) but there has been no action taken, we are assured that they will take action soon. We have added two further issues; the poor visibility at the junction of Mill Lane and Bruntingthorpe Road and the white lines at the junction of Welford Road, Church Lane and The Square.
- Annual Return: The annual return has been sent off to the auditors.
- Bench on Mill Lane: The meeting noted that the temporary bench kindly donated by Jill and Phil Stanley had been stolen.
- PLANNING MATTER – PRIOR NOTIFICATION FOR AGRICULTURAL DEVELOPMENT NO LAND OFF MILL LANE
This item concerned the latest application for a road and hard-standing accessed from Mill Lane. Martin Littlejones explained the application in detail from the correspondence he had received as an adjoining landowner.
There then followed a prolonged discussion of concern regarding the application with many villagers contributing. At the end of the debate the Chair asked for a show of hands to ascertain the feeling of the Parish Meeting. The unanimous decision was to object to the planning proposal.
- RESIGNATION OF CHAIRMAN AND NOMINATION AND APPOINTMENT OF NEW CHAIRMAN
The final item was the resignation of Ann Blaine as Chair of the Parish Meeting. Ann was to have a further period of incapacity and was reluctantly unable to continue. Disappointment was expressed that younger residents in the village were not forthcoming and getting involved in the organisations within the village. Several people stated that they were willing to assist in various aspects of the village to help any new chairperson should they wish to step forward.
With that proviso Martin Reynolds volunteered to become Chairman of the Parish Meeting. Several people then put their name forward to take on some responsibilities including, Bob Spree, Bas Morris, Jill Stanley, Richard Kew, Roger Charles, Alan Barnicle. Rob Lamin would continue in his current role.
A vote of thanks was then given to Ann Blaine for her dedication during her time as Chair.
Ann then thanked the meeting for their kind words and wished Martin well in his new role and then closed the meeting.
